Immigration and a plan (subject to input may change)
We are amid a humanitarian crisis at the southern border and that is indisputable, the questions – what do we do about it?
Do we just send everyone back? That is not very American of us. Were we not founded on liberty and a pursuit of happiness? I seem to recall a great big statue that says, "Give me your tired, your poor, Your huddled masses yearning to breathe free, The wretched refuse of your teeming shore. Send these, the homeless, tempest-tost to me, I lift my lamp beside the golden door!"
I do not have it in me to hate people, it is a waste of good energy. I may disagree with people but hate, not going to happen in my camp. So, what do we do?
Our entire immigration system is a disaster, it is run by one of two types of people, you have an open-door policy or a closed-door policy, both of which are the wrong way to approach this. We can do better; we can be better, and we should want better.
My solution, or at least a better way to properly address the border, address the illegal employment issues and keep our country as safe as possible. Yes, this will cost money up front but will make us a safer country with an ability to move immigrants to a path of citizenship easier.
1. Finish the border wall, this is not the answer everyone wants to hear but we know it is effective and this will help in the next phases of my plan.
2. There are 1,933 miles of border with Mexico, every 100 miles place a processing station capable of processing 50 people a day. This would be 19 stations with an ability to process 28,500 people a month, maybe more once the process become streamlined. I would like to CAP the entry to 18,000 a month.
3. Every 25 miles have an outpost that is always fully staffed, a protected compound for the safety of officers and the best-off roading equipment we can acquire.
4. Vibration sensing equipment to detect new tunnels being built.
Processing Centers Responsibility:
1. To safely process foreign citizens within 24 hours of arrival fully with the following.
A. Full set of fingerprints and IRIS scans entered in the NCIS systems.
B. A picture ID with a nine-digit number similar to a SSN.
C. The address of which they state they will be going on the ID.
D. Their entry date on the ID and an expiration of three years later.
• Each entrant will need to receive all immunizations that is currently required of any person who enters the US School Systems. This means every entrant will need vaccinations such as;
• Chickenpox (Varicella)
• Diphtheria, tetanus, and whooping cough (pertussis) (DTaP)
• Haemophilus influenzae type b (Hib)
• Measles, mumps, rubella (MMR)
• Polio (IPV) (between 6 through 18 months)
• Pneumococcal (PCV)
• Hepatitis A (HepA)
• Hepatitis B (HepB)
E. Each entrant will need an XRAY to ensure that no one has TB that enters this country.
Each entrant will be required to start their citizenship process within 180 days and become a citizen within 3 years or be placed on a deportation list. Re-entry will not be allowed for 5 years. Leaving the USA does not reset the clock, re-entry will be expedited with only a criminal history check and fingerprint matching.
This is where the crackdown on illegal employment begins and the incentives to become legal citizens begins. Every employer would be required to verify every single employer through the I9 system. Each employer will be required to withhold all normal taxes that is required of any citizen at that time. These taxes will be applied to the name and the nine-digit number issued to each entrant. They will be allowed to file taxes during their three year stay, they will be REQUIRED to file taxes just like a citizen. They will contribute to the SSA system and once citizenship is awarded; they will become eligible based on their amount paid in just like a citizen. If an entrant fails to become a citizen within three years, they lose all rights to any tax money owed and all rights to the SSA benefits or payments become property of the SSA.
Any felony convictions while on US Soil means you forfeit the right to citizenship, and you will serve your time in prison then be deported. You will have all the rights of due process as any normal citizen. Misdemeanor convictions will be a case-by-case basis with any domestic violence cases being the most serious misdemeanor offense.
Any criminal convictions found to have happened on foreign soil will be looked at and evaluated on a case-by-case basis. Certain charges will be an automatic ban from US Soil, murder, rape etc. Before returning to foreign soil, they will be fully processed for future identification purposes.
Any person caught attempting to circumvent immigration laws or the border will be taken to a processing center to be identified and entered in the NCIS then sent back across the border and barred from entry for three years. If caught multiple times we will have to evaluate a criminal charge and what can or should be done.
Each state has their own authority to grant or deny a driver license to entrants and the Federal government should have no say in the states decisions to do so. We would still need each entrant to have their Federal ID with them or a way to integrate the crucial data with the states driver’s license.
To help fund this program, entrants will be required to pay $250.00 USD at the processing stations and employers will be required to deduct a flat 1% from all wages for an immigrations tax to fund the immigration programs. This will also cover their cost of legal immigration with no further fees for testing etc to become a US Citizen. Once a Green Card or other Citizenship documents are received the 1% immigration tax shall cease immediately.
Of course, all the above is just my idea and I would love critical and rational input. And, we know we would have to revamp our citizenship process, that is an entirely different beast to tackle.
